I just purchased an Exmark radius e 48 inch zero turn mower will this jack fit on the weld on tube thats on that mower

The Pro Series Round Pipe-Mount Swivel Jack # PS1401460303 referenced in your question uses the included weld-on pipe mount to attach to your application. The pipe mount has a 2 inch diameter and measures 1-7/8 inches long. If you have the required space on your Exmark Mower's weld-on tube, then this jack will work great.
The topwind jack has a lift capacity of 5,000 pounds with a total lift of 10 inches. It has a bracket height of 11-3/16 inches when retracted and the outer tube has a 2-1/4 inch diameter. I have attached a short video demonstration on this product that you can also check out.
