Question:
Does this hanger come out far enough from the wall for a mountain bike where the handle bar is 12inch from the center post?

The Figo Hanger, part # GU12001 is 15 inches long, and only 1/2 inch of that length is the cover for the ratcheting steel bar, so it will provide enough room for you to safely store your bike.
