I checked with Fulton and the Fulton XLT, 2-Speed Trailer Winch - 3,200 lbs Item # F142425 is made by our neighbors to the south, Mexico.

If you are looking for a winch that is made in the USA I recommend Dutton-Lainson Hand Winch with TUFFPLATE Finish, Two Speed with Direct Drive - 3,200 lbs Item # DL15440. This winch is also rated for 3,200 pounds and has 2 speeds. The strap is not included but you can add up to a 25 foot long strap such as # IMF14211.
