Does the part # 75085 receiver access in back of the license plate or under the bumper. I have the non towing bumper.

To install the Draw-Tite # 75085 on your 2003 Chevy S-10, you'd need to temporarily remove the bumper/fascia, and then bolt the hitch between the frame and bumper brackets. You will then reattach your bumper/fascia and the receiver will be under the license plate.
If you are going to be towing you'll need a 4-way connector, the Curt # C55359; and I also recommend checking out Ball Mount Kit # 989900, which will fulfill your towing needs in one tidy package; a pair of ball mounts to give you the appropriate rise or drop, a 1-7/8” ball, a 2” ball and a pin and clip.
