May this hitch package be installed on a front-wheel drive 2016 Volvo V60 T5 not the Cross Country or AWD model, but the FWD model?

The Draw-Tite trailer hitch receiver that is confirmed to fit all models of your 2016 Volvo V60 is the Max-Frame Trailer Hitch Receiver # 75916. This is a Class III, 2 inch receiver that is rated for 400 lbs Tongue Weight (TW) and 4,000 lbs Gross Towing Weight (GTW).

If you will be using this hitch receiver for towing then you will also need a ball mount, hitch ball, and wiring.

For a ball mount and hitch ball I recommend going with our Ball Mount Kit # 989900. It comes with 2 ball mounts; one with a 3/4 inch rise or 2 inch drop and one with a 2-3/4 inch rise or 4 inch drop. It also includes a 1-7/8 inch ball, 2 inch ball, hitch pin with clip, and a storage bag. You will want to check out the attached article on ball mounts to ensure that you get one with the proper Rise/Drop for your application though.

If you are also needing wiring then I recommend the Curt # C56287 which plugs into the tail light housing on your V60.
