It seem those running board can only mounted on the frame of my truck. from the installation guide, I need to drill a bunch of holes. On the driver side there is the gas line and more.

You are correct that drilling is required to install DeeZee nerf bars # DZ3700301 on your 2002 Ford Ranger. The instructions, linked for reference, leave a lot to be desired. Usually they are more specific but in this case you would have to mount the frame brackets where there is nothing in the way on the frame. If that is not possible without moving things then I do not recommend these nerf bars.
For black bars that attach to the rocker panel instead of the frame you can use # 25-1555 or # 23-1555 for a SuperCab 4-door, # 25-2115 or # 23-2115 for a SuperCab 2-door, # 25-2105 for a regular cab.
