This looks like it would fit my cargo carrier, but what are the dimensions of the reflector?

I went out to our warehouse to take a look at the Replacement Reflector for MaxxTow Wheelchair Carrier # FHG65VR referenced in your question.
I measured a length of 3-11/16 inches and a height of 1-15/16 inches. The distance between the two mounting screws on center is 2 inches. I have also attached an image with these dimensions labeled for you to check out.
If this will not work for your carrier, another option is conspicuity tape like the Optronics # RE418T. This is alternating red/white reflector tape that measures 18 inches long and 2 inches wide. i have included a short demonstration video on this product so you can see exactly what it looks like.
