I have a 2009 Toyota Venza and was wondering how you would measure the distance for the roof rack without raised rails

The roof rack options for a 2009 Toyota Venza include custom fit kits that must be placed in certain locations on the vehicle. The measurements for them are included in the installation instructions. Regarding bar spread (the center to center distance from one crossbar to the other) on your Venza it will be 27-1/2 to 33 inches apart depending on the roof rack you choose. A wider spread offers more stability.
For a 33 inch bar spacing I recommend the following set up:
