The 2-Bike Extension on the Hollywood Racks Sport Rider SE 4-Bike Platform Rack # HR1400Z referenced in your question will attach to the main assembly via a standard integrated pin. While the pin and extension piece cannot physically be locked to the main rack, there are a couple of features that will help deter theft of this piece and your bikes.

The Platform Rack does include a hitch lock to secure the main rack to the trailer hitch receiver on your vehicle, along with an integrated cable lock to secure your bikes to the rack. The cable lock, when pulled through all 4 bikes on the carrier, will help prevent the extension piece from simply being unattached and carried away. This is because the two bikes on the extension will be connected to the two bikes on the main rack, which will in turn be locked to the trailer hitch receiver.

Another natural theft deterrent will be the simple weight of all four bikes on the carrier. The downward force of the bikes will make it extremely difficult to slide the pin out from the extender's shaft and remove the piece.
