Question:
For the 2017 Volvo V60 you list a Curt hitch and Draw-Tite hitch ... why does only the Curt require straps for a Bike rack application. Thanks

That is just a warranty requirement that Curt has decided to add for a lot of their Class I, Class II, and some Class III trailer hitch receivers which are rated for smaller towing capacities.
Because of this, I tend to recommend the Draw-Tite hitches like part # 75916 for your 2017 Volvo V60 or the Curt hitches, like part # C12066 for your V60.
For your V60, the Draw-Tite trailer hitch receiver is a Class III and has a higher weight capacity, 4,000 lbs, and tongue capacity, 400 lbs, than the Class II Curt 3,500 lbs and 350 lbs respectively.
If you do not already have a bike rack, I recommend going with the Yakima RidgeBack # Y02458 which is a lightweight 2 bike hanging rack option. Since it is at 32 lbs it will be very easy to install and remove from your hitch, plus it is loaded with features which includes the Yakima signature bottle opener on the edge of the arms.
