Can Draw-Tite Trailer Hitch 75678 Take the Place of the Bumper Beam on a 2013 Ford Transit Connect

Question:
I backed my 2013 Ford Transit Connect XLT van into a pole in a parking lot and had the rear end repaired, but the bumper was pretty mangled. Is it possible to just not put the bumper back on at all and install only this hitch, or is it required that it be installed over an existing bumper?

There are some hitches for other vehicles that effectively take the place of the bumper beam but there are none with that design for the 2013 Ford Transit Connect. Hitch # 75678 cannot take the place of the bumper beam. Ideally you would replace the bumper beam with either a new factory one or a used or aftermarket one that is in good shape.
