I need the width to be at least 281/2 inches wide..I purchased a scooter rack at Harbor freight that says it is 30 inches as yours does but theirs really is only 271/2

We do have a hitch-mounted cargo carrier that would work for you.
I recommend the Pro Series Steel Solo Cargo Carrier and Folding Ramp, part # PS10401-10402. This has a usable area that measures 47-3/4-inches long x 31-3/4-inches wide x 2-3/4-inches deep, and it has a ramp that measures 48-inches long and 31-1/2 inches wide. This carrier has a 400-lb weight capacity.
To secure your scooter to the carrier I recommend tie-downs like part # E01418.
