I am needing a winch to raise and lower a 70 pound 16 foot canoe from an 8 foot basement ceiling attaching to floor joists. Would this or the 1500 lb version be the best solution? Can a good quality synthetic rope like climbing rope be used instead of wire cable? Thanks

You can use a good quality synthetic rope instead of a wire cable if you like as long as it fits the manufacturers recommendation. In this case, the capacity of the winch is rated on using a 40 foot long 3/16 inch cable.
If you want to have a more controlled load, you may be interested in the Dutton-Lainson Worm Gear Hand Winch with Hex Drive Handle - 1,500 lbs, # DL11011. This hex drive would allow you to use a power drill and socked to operate. The worm gear will allow a much smoother functioning to both raise and lower your canoe.
