can the pivot bolt be easily removed so I could completely remove the swinging tongue?

Yes, it is certainly possible to remove the pivot bolt from the Fulton Fold-Away Coupler Hinge Kit # FHDPW330300 to enable you to separate the two halves of the assembly. Both the pivot pin and pivot bolt are included with this assembly and it is intended for use on steel trailer frames (but not aluminum frames).

Also note that the weight capacity will be a function of the pivot length. This is detailed in the chart on the page, which I have also linked for you.
