After researching your question, I found a couple of sources stating that the towing capacity for a 2004 Subaru is 2,400 lbs. Nonetheless, I recommend double checking your specific owner's manual.
Also, if you're looking for a Trailer Hitch, I recommend the Draw-Tite Trailer Hitch Receiver - Custom Fit - Class II - 1-1/4" (300 lbs TW // 3500 lbs GTW) # 36311
Please check out the attached video that highlights why I recommend this particular Trailer Hitch for your vehicle.
To complete your tow package, I recommend the following items:
2004 Subaru Forester Curt T-Connector Vehicle Wiring Harness with 4-Pole Flat Trailer Connector # C55370
I included a link to our ball mount selection where you'll find the size you'll need.
Finally, you'll need a hitch ball. Depending on the size needed for your specific towing application, I recommend Hitch Ball with 2" Diameter and Short Shank, 3,500 lbs GTW - Chrome # 19258
or
Hitch Ball with 1-7/8" Diameter and Short Shank, 2000 lbs GTW - Chrome # 19256
