I connected the tee sections to the taillights connected the wire to the battery grounded the white wire and have no power to my flat four way?

Let's start with the easiest things first and go from there. Check the fuse holder that came with trailer wiring harness # 118552 for your 2013 Dodge Durango. Make sure the fuse is inserted and that it is not blown.
The ground wire needs to be attached to a bare metal surface, preferably by itself. There can be no paint or coating between the surface and the ground. You may need a different ground location or to sand down the area to get to bare metal.
You can test to see if the converter box is the problem by first testing for the right signals coming into the box. Use a circuit tester such as # PTW2993 to test the wires going into the converter while someone sits in the vehicle and operates the light functions on the Durango. If there is no power on any of the input wire s when there should be then the issue is on the vehicle.
If there is power then you would check the wires on the output side of the converter box. And if there is power going in and none coming out then the converter is bad and the harness will need to be replaced.
