The Rhino Rack cargo basket part # RMCB02 can fit a wide range of crossbar dimensions. It can fit crossbars that are up to 3-1/2" wide x 1-1/4" tall and spaced between 25-1/2" - 43". Most likely this would fit the factory bars of your 2003 Honda Element but Rhino Rack does not have your vehicle in their fit guide at this time so you would need to measure the dimensions and spread of your rack to see if this would fit.
Now if you need a set of crossbars we can help with that, but we don't carry the Honda bars.
The most popular option is the Yakima rack that consists of part numbers # Y00409, # Y53TR, # Y03536, and # Y00229.
