How can you tell if the 2016 ford explorer is equipped to handle the functions of a 7 pin harness such as electric brakes and reverse lights? What should I be looking for on the vehicle to tell which set up I have since the factory plug is the same for both?

You can test all of the pins on the trailer connector for the 2016 Ford Explorer that you have found to see if they are all active with a circuit test like part # PTW2993, but I can tell you now that they should be (minus the brake output since you don't have a brake controller) all active.
So to install a 7-way all you would need is the part # C56278.
