Question:
I was told by hoveround that my 2013 Buick Verano was not strong enough to pull my power wheel chair. Is this true?

If by pulling it you mean towing the Hoveround on a trailer then your 2013 Buick Verano could handle that. But if you mean having the Hoveround on a hitch-mounted carrier and off the ground then it depends.
Both of the trailer hitches that fit your Verano ( # 24882 and # C11282) are Class I hitches with a tongue weight capacity of 200 pounds. Tongue weight capacity is the amount of weight that can be suspended from the receiver. So the combined weight of your Hoveround and the carrier it's on cannot weigh more than 200 pounds.
If this is the only vehicle that you have then you would have to put the Hoveround on a small trailer (they do make some specifically for this purpose) and tow it behind your Verano.
For that I recommend Draw-Tite trailer hitch # 24882. You will need the correct ball mount, # 3593. For a trailer that requires a 1-7/8 inch ball I recommend # 19256 and for a 2 inch ball I recommend # 19258.
And for a trailer wiring harness to operate the trailer lights I recommend # 118564 which will provide a 4-Way flat connector at the rear of the vehicle.
