Can a Reese RP66558 WDH, with built in sway control, be used in wet or icy conditions?

For the Reese Steadi-Flex Weight Distribution # RP66558, that you referenced, you can use it in wet or icy conditions.
Typically sway control and wet or icy conditions do not mix well. This is especially true when using independent friction sway control like the single friction bars. Tire traction is lower when the roads are wet or icy and sway control can sometimes only make the problem worse.
However, for the Reese system, the overall benefit of the weight distribution to level your towing set-up will be much greater than any possible down-side of using sway control on wet or icy roads. The system is designed so that the sway control component is not as detrimental as the independent sway control bars when driving on wet or icy roads.
