I have the Thule Spare Me 2 rack but I upgraded my spare tire to a 35x 12.5 inch tire. Will this Yakima extension for the Thule to allow me the length I need to attach it to my Thule rack?

Thule and Yakima do not test their replacement parts with each other's products so I cannot be sure of the compatibility of their Spare Me 2 bike rack with parts meant for Yakima products. You'll be better off using Thule parts to adapt your Thule rack to your wider spare tire.
My contact at Thule advised you'll need a Replacement Mounting Plate # 753-3532, Replacement Long Mounting Bracket # 752-1425-002 and Replacement Long Standoff Extension # 852-3305-001.
