I can help you find a fender that will accommodate your 10 inch wheel.
A popular plastic option among customers is the # F008559 it is similar to the one you referenced but since it is for a 10 inch tire there is only a top step.
The most popular Steel Fender for 10 inch wheels is # HP99VR, and for Aluminum fenders its # HP49VR. It would be important to see how your current fender is mounted and compare it to the distance needed to mount the new fender, you may to move a bracket further out to accommodate the larger sized tire.
