Your best bet is a special drill bit often called a screw extractor. One such product is called an EZ Out. These can be found at your local hardware store and are available in various sizes. They will bite into the stripped-out screw head and allow you to remove it and install a fresh screw. An application of an aerosol lubricant like WD40 is not a bad idea either as this will help to loosen up the old screw.

Once the old screws are out you can install your new Camco RV Baggage Door Catches # CAM44163. You will choose your own hardware to install them. You might consider stainless steel hardware to reduce the risk of corrosion or you could use zinc-plated self-tapping screws like # FA1131822.

If you are concerned about entry of moisture in that area you could use a sealant like # 0160297 to help make the screw holes water-tight.
