I have a Jeep liberty and have a Cargo holder for my 2 in receiver. Can this be mounted on a Cargo Holder?

Wheel holder # HR916 is designed to hold just a bike wheel and not the whole bike. If your cargo holder has up to 1 inch diameter round or 1 inch wide square bars and a mesh floor you could use Swagman bolt-on fork bike carrier, # S62FR.
