How to Transport 4 Bikes with a 2016 Hyundai Elantra

Hi, My car is a Hyundai Elantra 4 doors Sedan. Im looking for a hitch bike-rack that can carry 4 adults bikes +- 120 lbs total. Some people are telling me that a class 1 hitch wich is the class that fit my Elantra cant carry 4 bikes, other people are telling me that as long as I respect the tongue weight maximum load of a class 1 200 lbs I can carry 4 bikes. Im looking for the Thule Parkway 1.25 inch, 4 bikes rack, model number TH957. The question Im asking to you is : Can I carry 4 bikes with this thule rack on my Elantra equipped with a class 1 hitch ? Class I hitches can only carry up to 2 bikes. The problem is the additional weight but it is also the additional leverage that the additional bikes put on the hitch due to the increased distance away from the hitch.
To carry a total of 4 bikes will require 2 to be on the roof of your vehicle. For a hitch you would want the part # 24902.
