Question:
Do you get your rise measurement by turning hitch over in the tube? So hitch can go either direction in tube?

Yes, flipping the ball mount over is how the maximum of 11 inch rise is obtained. You can flip the ball mount in either the rise or drop position to acquire the ball height that is needed.
