Why is ground wire not integrated into the converter? Is there an advantage?

Yes, the advantage is that you will get a better ground connection with an independent ground wire on a trailer wiring harness such as # 40215 for your 1997 Ford Ranger. Some converter boxes require a separate ground wire because the factory ground for the vehicle tail lights is not sufficient for the converter's needs.
