Question:

Does this bumper have a frame tie in kit? Is it actually rated for pulling a trailer? 2003 Jeep Wrangler X.

The Bestop # B4290201 does include all necessary installation hardware.

The receiver that's integrated in the bumper is rated for towing trailers with gross towing weights up to 3500 lbs and tongue weights up to 350 lbs. The bumper is a confirmed fit for your 2003 Wrangler. I've linked you to an installation video that I hope you'll find helpful.
