Question:
I have a 2013 toyota highlander hybrid and am installing a curt hitch on the back. Id like to get a 4 bike hitch rack, but dont want to cost too much as well likely only use it 1-3/year the first being taking it on 250mi trip each way for a week vacation where we will be staying in a condo. What do you recommend?

There are some inexpensive entry-level bike racks out there that are just the thing for infrequent use. However, since you will be traveling a few hours away, I'd recommend going with a rack that's a little more substantial that the entry-level offerings.
I'd recommend avoiding any of the racks that use hook and loop straps to secure the bikes to the rack, as well as those that don't offer anti-sway cradles that prevent the bikes from swaying back and forth during travel.
Swagman offers the Trailhead bike rack, part # S63380 that would be ideal. Inexpensive enough not to break the bank, but rugged enough to withstand highway travel while keeping your bikes protected. This rack provides sturdy rubber straps that hold the bikes safely in place, as well as anti-sway cradles that will keep the bikes from banging into each other. The rack includes an anti-rattle hitch pin to hold the rack firmly in place, but a locking hitch pin/ cable lock is available as part # S64031.
The Thule Hitching Post Pro, part # TH934XTR would also be ideal, but it's a bit more expensive than the Trailhead which has identical features.
Curt's hitch warranty stipulations state that a stabilizing strap like part # 18050 must be used for all non-trailer loads like bike racks and cargo carriers.
If you'll be transporting women's bikes or bikes with sharply-angled top tubes, you might also consider a frame adapter bar like part # 64005. The bar spans the distance between the handlebar gooseneck and the seat post, which provides a secondary attachment point for the bike rack. This allows the bike to be carried level, which maximizes ground clearance. I'll link you to a video showing how the adapter bar works.
