Your Chevy Cruze would need a trailer hitch installed in order to carry the Thule DoubleTrack # TH92BJ bike rack. The hitch is sold separately.
Of the hitches available for your Cruze, I'd recommend the Draw-Tite Class I hitch, part # 24882. The Draw-Tite model isn't the least expensive, but it would be better suited to carrying the bike rack you're interested in. The Curt # C11282 warranty stipulates that a stabilizing strap, part # 18050 be used for non-trailer loads like bike racks. This isn't in and of itself a problem, but the strap doesn't work well with all vehicles, so I typically recommend the Draw-Tite hitch which doesn't need the strap.
