Do the Vertical Arms on the Pro Series Q-Slot Bike Carrier Fold Down

Question:
Does the PS63138 bike rack fold down? Meaning, does the vertical part fold down? Im looking for a bike rack that would work on the back of my TrailManor, but need it to fold flat so that I can open the camper over it if I choose bikes removed, of course. It looks like the horizontal arms fold up, and it looks like the whole thing will fold up flatter against the back of the vehicle which will be helpful when I have it on my SUV, but I would really like to be able to leave it on the trailer but open the trailer for use. Thanks.

The Pro Series Q-Slot bike carrier # PS63138 upright arms can fold down. I have included a picture showing how they fold down. In the picture the forward mast could go down a little further if the hooks were adjusted.
