Replacement Mounting Plate and Locking Knob for Thule Spare Me 2 Bike Rack # TH963PRO

Question:

i have not had a bike in a while so my thule spare me 2 bike rack has been in storage for a while. recently got a bike, pulled the rack out and Im missing the mounting plate which i see here is available as part 753-3532. Im pretty sure theres some sort of a knob that screws into this and I dont see one here or referenced anywhere else. am i mistaken? is that a separate part?
