The Pintle Hook Combo # C48200 that you referenced is designed to attach to a hitch mounting plate like the part # RP45294 that fits a 2-1/2 inch hitch or part # 63057 for if you have a 2 inch hitch.
The hole spacing of the plates it is supposed to attach to are 3-3/8" (Horizontal) x 1-3/4" (Vertical) - center to center with a 9/16 inch diameter.
