Where are the wires to hook up the controller, it has a tow pkg with a 7 pin on the rear

You can install the Tekonsha P2 Brake Controller, # 90885, which you referenced, on your Hummer H3T yourself. There is no plug under the dash of the H3T for the brake controller.
Installation is a snap. After mounting the P2 unit in your cab, just hardwire one end of the included pigtail harness directly into your Hummer H3. You will need a circuit tester, # PTW2993, to find the right connection to the stop light switch wire. The other end plugs into the brake controller.
I included a video below of the brake controller and wiring harness being installed on a similar 2007 vehicle as yours for you to check out also.
