Can the Rack Em Wheel Chock # RA-17 Be Easily Removed from Its Base

Question:
On the mounting plate the two bolts that stick up to secure the chock, via wing nuts, do they stay in place or can they be removed.

Yes, the Rack Em Chock part # RA-17 that you referenced can easily be removed from its base if needed. You would need to just remove the wing nuts and the chock will easily separate from the base.
