Hello Curtis, thanks for reaching out. Either way will be sufficient for mounting the Demco Hydraulic Brake Actuator # DM72VR. It just depends how the tongue is configured. If the actuator you are replacing uses grade 5 bolts and nuts that it totally fine to bolt it on that way. Just be careful not to over tighten. See the picture I attached.
