We offer several trailer hitches designed to fit the 2003 Chevrolet Express Van. Depending on the Class hitch you have installed, the tongue weight capacity will vary substantially. For example, a Class ll hitch on your van would have a 300 lb tongue weight capacity, while a Class V hitch has a 2400 lb capacity.

In my research I found the towing capacity of your van is 6400 lbs. That means the tongue weight capacity is approximately 640 lbs. So if you have a hitch that is rated high enough, it would be able to handle up to 640 lbs total with the combined weight of the carrier and the scooter. My research also found that the Suzuki Burgman 650 weighs approximately 525 lbs dry weight, although that weight depends on any accessories you may have installed on your scooter.

The etrailer Motorcycle Carrier, part # MT70101, has a weight capacity of 500 lbs. It doesn't look like it will work for your scooter, but if your scooter is less than 500 pounds it would be able to handle your Suzuki quite well but if it's over that then I recommend carrying it on a trailer.
