Question:
Could this Thule cargo bag be used/attached on a 2018 Toyota Corolla SE 4DR sedan directly on the roof, with no roof rails on the car, just with straps? Would that be safe?

The Thule Outbound # TH868 is designed to be strapped low to crossbars or roof rails. Strapping it directly through vehicle is not approved by Thule. I checked with Thule and none of their bags are designed for naked roof mounting.
A cargo bag of similar size that is approved for naked roof mounting is the Rightline Gear Sport 2 # RL100S20. This has a car clip that clips into the door jamb and secures the bags. I attached the review video below if you want to check that out.
