i have factory cargo rails Will it install over these or how do they install over cargo rail?

If you are referring to the Toyota Utility Tracks on the side of the truck bed, then yes, you can use the TruXedo Sentry CT Hard Tonneau Cover # TX1556016 with your 2021 Toyota Tacoma.
The included clamps are used to attach through your utility tracks. You can place one piece inside the track and use that to clamp everything together. We recently installed the TruXedo Deuce 2 Soft Tonneau Cover # TX797301 that uses a similar clamping system on a Nissan Titan with utility tracks. I attached the install video at the bottom of the page if you want to see the process on that truck.
