I checked our towing information resources for specifics about flat towing a 2003 Ford Windstar and I was unable to confirm whether this vehicle can be safely flat towed. I also checked the Ford website and the Windstar is not listed by Ford as one of their vehicles for which flat-towing is recommended.
I was able to find an online version of the owner's manual for the 2003 Windstar and on page 151 Ford indicates that front-wheel-drive vehicles are not recommended for flat-towing; in such cases a tow dolly such as # RM-2050-1 from Roadmaster is a better option. Your Windstar can be flat towed a short distance (50 miles) but only in cases of emergency, according to Ford.
