The correct rear Husky mud flaps for a 2004 Chevy Silverado with fender flares, rear set only, are # HL57211. They are longer and wider than most OEM applications to give you full coverage behind the tires. The flaps match the contours of the truck so snow would be kept out for the most part. however, it is not a water tight seal so it is possible that something could get in there.
