The Hopkins Agility Trailer Brake Controller # HM47295 referenced in your question is a proportional controller, which means that it will send power back to the trailer brakes in proportion to the speed of the tow vehicle when depressing the brake pedal. With this in mind, you will want to make sure that you are testing the controller while you are pulling the trailer, and not stationary. Applying the manual override (red button) on the controller will send full power to the brakes at any time, which is why doing this worked fine when you were testing the controller.
If you are testing the brake controller while towing and still not getting the needed braking power, please let me know and I will be happy to look into this further.

I’m having the same issue. Control reads 10 followed by 0 when brakes applied. This is while moving and while driving. It is a brand new brake control and it was installed by certified mechanic.
