The Bully Black Bull Hitch-Mounted Step # BBS-1102 referenced in your question extends out 7-9 inches from the hitch receiver, which likely won't be enough for it to be useful with the tailgate down.
A better option for a hitch-mounted step might be the HitchMate TruckStep Extendable Hitch Mounted Step # HE4045. This unique, hitch-mounted platform features a support strut that can extend up to 12-1/2 inches from the receiver opening. I recommend taking a quick measurement from your existing hitch receiver to see if this will extend out far enough with the tailgate down. Just note that with the step installed, the support arm will sit 1-5/8 inches below the hitch receiver and exxtend under the vehicle 22-1/2 inches. You will want to make sure there is nothing below your vehicle like a spare tire that might interfere with this support arm. I have attached an image to clarify this.
