Based on my research, it looks like your Permobil M3 Power Wheelchair has a base width of 24 inches and a length of 35-1/2 inches. I do recommend verifying these measurements, as it's possible that you have a slightly different model. The Flint Hill Goods Cargo Carrier # FHG77ZR referenced in your question has inside dimensions that are 48" long x 28" wide x 5" deep. With this in mind, the cargo carrier platform can support the size of the wheelchair without issue.

I also found that the Permobil M3 weighs in at around 385 pounds including the batteries. The Flint Hill Goods Carrier features a weight capacity of 500 pounds, so again, the carrier itself should have no problem securing the wheelchair.

This is a very nice carrier with an attached 48-inch ramp. The ramp will allow for easy loading and unloading, but it is a little steep. The raised side rails will help keep the wheelchair in place and will also provide additional tie-down points.

Moving to the vehicle side, the vehicle you plan on using to transport the carrier and wheelchair will need to first have a 2 inch trailer hitch receiver installed.
