The best 5th wheel hitch option for your 2000 Ford F-550 Cab and Chassis is the Reese Low-Profile 5th Wheel Trailer Hitch, Dual-Jaw # RP30054. This hitch mounts directly to your vehicle's frame and will require a 1/2 inch thick steel plate to be added on the underside of the vehicle to fully secure the hitch. You will want the jaws of the hitch to be right above or slightly ahead of the rear axle centerline. I have attached the installation instructions for this hitch for you.
Due to the variances with cab and chassis vehicles it is hard to know for certain, but it is likely that the installation of the 5th wheel hitch # RP30054 will require you to remove the gooseneck hitch.
Standard 5th wheel hitches with base rails, like # PS30129 that you referenced, aren't designed for installation on flat bed trucks, and will likely sit too high for you to tow the trailer level.
