Tongue weight (TW) is downward force on the hitch. In the case of using a hitch-mounted electric wheelchair carrier this means that the combined weight of the carrier you choose plus the wheelchair itself together cannot be more than 300-lbs. You would have to determine if the powered wheelchair plus a carrier will together exceed the capacity for any of the hitches made for your car. The Flint Hitch Cargo carrier with ramp # FHG77ZR weighs80 pounds. If your wheelchair weighs 220 pounds or less, then this setup will work. You cannot exceed that 300-pound limit.
Another option is to obtain locally a small utility trailer for your chair and tow it with your HR-V. You would need the hitch, a wiring harness to operate the trailer's lights part # 118673 and a ball mount and hitch ball that will match with the trailer that you choose.
