Is the GearCage Trailer Hitch Mount Cargo Carrier Powder Coated

Does this carrier have a powder coated finish? If not, what is the finish? Are tools required for the rattle-resistant feature?

I spoke with the manufacturer of the GearCage cargo carrier, # 5800200, and he stated that it is black powdercoated. I have included a link to the installation instructions and a link to a video review for you.

The anti-rattle device uses a threaded bolt instead of a hitch pin. Using a socket wrench is the easiest way to tighten the bolt.
