Can I drill 4 1/4 holes in the tongue of my 2023 Jayco 330RSTS trailer to screw on a 5x 4 SS plate for my state inspection sticker.

Hello Kevin; you can definitely drill four 1/4" holes in the tongue to mount a bracket on your 2023 Jayco 330RSTS. This is perfectly acceptable and won't hurt the trailer.
