Does ratchet work both ways for lowering load as well as raising?

Yes! You can both raise and lower the Viking Solutions SwiveLift Loading System for 2" Hitches # 310-VSL001. It is important to note, though, that while lowering the load, the SwiveLift will not stop to suspend the load while lowering like it does in the raising function. You just need to continuously hang onto the handle while lowering.
