When deciding which spring I need over/under axle how do you decide the weight rating? Does it go by trailer weight or by axle rating. I have a 5150 lbs travel trailer loaded about 5800lbs with dual 3500lb axles

The SumoSprings go by the axle rating, not by the trailer weight. Since you have tandem 3,500 axles you want the 3k to 5k SumoSprings, and you will need two kits. For an overslung axle you need the # TSS-107-40 and for an underslung axle the correct part is # TSS-106-40.
